High phenolic olive oil is extra virgin olive oil with an unusually high concentration of natural polyphenols — antioxidant compounds like hydroxytyrosol, oleocanthal, and oleacein. Under EU standards, an EVOO qualifies as "high-phenolic" at 250 mg/kg.
